tribal warlords or national warlords

what shall we call them? choose any of the two coz i don't know what your idea of tribal or national warlord is but for me is the same.whether someone is trying to seek national outlook or tribal one which all the kings of doom do at one time or another but does it change them to saints. we a government in moqadisho but what can we say about them now that they have bunch of warlords.
