The Somali National Regional State and Puntland State of Somalia signed an all encompassing Memorandum of Understanding on 28 June 2010 in Dire Dawa. This was done on the occasion of the visit by a high level committee of Puntland State of Somalia led by Vice President Abdi Samad Ali Shire. The Ethiopian side in the discussion was led by Dr. Tekeda Alemu, State Minister for Foreign Affairs. The delegations of both sides held extensive discussions on issues of mutual concern as well as on creating framework for collaboration in the fields of security, trade and combating illegal activities along their common borders.
In this regard, they agreed to establish a Joint Intelligence and Security Committee led by the officials of Puntland State of Somalia and the Somali National Regional Government at the highest level to ensure frequent and regular follow up and to achieve a level of response commensurate with the challenges in the areas. The committee will meet in the Somali National Regional State and Puntland alternately. The committee will establish, as it deems necessary, various sub committees including those at the border areas. The committees at the border areas will exchange information frequently. The committee held its meeting and drew up its terms of reference and plan of action.
The two parties agreed to exchange information at all levels to ensure the peace and stability of people as well as a smooth movement of goods and services and have agreed to appoint focal points for coordination. The two parties agreed to cooperate to control human and arms trafficking, money laundering and illegal drugs as well as control contraband trade and other illegal trade activities. They have designated Buhodle, Dhudub and Bokh as the three entry points for legal movement of goods and services. They also agreed all trade activities would be conducted in accordance with the laws and in line with the applicable guidelines.
Both sides agreed that there would be expanded cooperation most particularly in the economic, trade and security sectors between the Puntland State of Somalia and the Somali National Regional State. The two sides underlined that contacts that Puntland State of Somalia has with Ethiopia at the Federal level can not replace the indispensable and vital relationship of cooperation and diverse activities between Puntland State of Somalia and the Somali National Regional State. The two sides affirmed their commitment to cooperating in good faith with each other in protecting the interests of each other in the security area so that those who seek to undermine the two sides, most particularly through terrorist activities and extremism would not succeed. The two sides agreed to fight against the terrorist groups ONLF, Al-Shabab and other groups that are used as instruments to undermine the Region’s development endeavors and the peace and security of Puntland.
The high level Puntland delegation also visited the development endeavors of the people and government of the Somali National Regional State. It also attended a graduation ceremony organized for members of the United Western Somali Liberation Front, who were given training on Ethiopian Constitution, Foreign and Security and other policies of the Ethiopian government in the economic social and political sectors.

Include Somaliland and the TFG in that list. They are all ruled from Addis Ababa. These mini states are more opposed to free Somali states than Ethiopia is.

The same goes for any additional regional administration(s) that might be established in the future.
We all answer to uncle meles now except for Shabab and supporting them makes about as much sense as supporting Sarah Palin.

Re: Puntland & Ethiopian Somali state unite against ONLF
Well its no secret, Puntland is expected to do this.So is Somaliland, the TFG and all other so called administrations in the Somali republic. The people who run these entities cannot do so without first been endorsed from Addis Abbaba, Ethiopia will sabre rattle and use all its resources inorder to have friendly pawns in Somalia. You just have to observe the monthly trips these Admin heads make to Ethiopia.Ethiopia fears one thing? A strong Somali state which serves its people and protects its national interest. They know in a state like that, its control over the Ogaden will be challenged ever more relentless. One of the driving force behind Somali Nationalism is regaining the Ogaden a clear contradiction of Ethiopias National Interest, so in the Somali crisis meles Zenawi has found the opportunity to continue Mengistu's policy of weakening the Somali state so the Ogaden is the last thing they think about.Dividing them into small managable regional entities which among themselves view each other as enemies as Meles plays the God-father.Then you have entity that is supposedly the Federal Goverment(TFG) which controls 2 blocks but because the countries so divided and they themselves are sitting dummies, this entity cannot assert itself. After this he programmes these entities to directly follow his policies, ex.handing over ONLF personnel and supporters(Pland/Sland), when ONLF did become illegal in Somalia? or the TFG, a more current example where it is opposing the Jubbaland project been proposed by the inhabitants of this region because it could serve as a base for ONLF.Its not hard to understand why Ethiopia has been directly fuelling the Somali conflict for so long, Ethiopia is only one-side of the coin however we can blame those pathetic politicians/Warlords who have sold Somalia to the Tigray midget.
Only when a somali politician gives the finger to Ethiopia will things settle.Thats why Shabab is so popular among the youth it plays on emotions while the TFG plays it fighters with getting a salary or high on Jaad.

I was speaking as a Somali first and not the Mareexaan/Darood you see.
The TPLF of Ethiopia has armed and trained thousands of men of all major southern qabiils stationed in Doloow, Gedo and under the command of Col. Hiiraale. These man backed up by Ethiopian tanks and the airforce of the power behind the curtain will go all the way to kontoroolka Afgooye, declare the government of Southern Somalia and like Puntland & Somaliland before them will immediately report back to Addis Ababa and request further instructions.
If seeing Somalia in that situation doesn't make you even a lil bit sad then you were never Somali to begin with.

C'mon now you're more of a realist than that sxb. The balkanization of Somalia is the brain child of Meles and is supported by everyone from AU to the UN. I'm willing to bet my last dollar Ethiopia is also one of the main reasons why Somaliland has not been able to achieve recognition for simple and obvious reasons. Lets not kid ourselves sxb every Somali regional leader goes to Addis at least once a year. Thats where disputes are solved and agreements reached because it is also where the orders are recieved. To believe otherwise is delusion at its most severe form.
Grandpa
All non 'Islamic' forces in Somalia except for those in Xamar are armed and trained by Ethiopia.
