to be very honest i think its nothing more then a very successful money laundering method, you see the UN or the EU or any other major international organisation allows a certain amount of dollars to use somewhere on the planet to boost there credibilities on there CV's. these large bills are sitting in some European or US banks until someone claims that money on behalf of a certain sister-organisation ofcourse in order for that money to be released there has to be a very well worked plan,..

after some homework a plan will be worked out {fighting against the piracy} a very large amount of money will be released, those with the plan {in this case the US} usually pay small amount of that money to second and third parties {puntland and Ethiopia} with absolutely no care about the end result as long as it does not upset the big boys with big toys... which in our case will be non existed...
no one wants the pirates to go, farole enjoys milking, I aint talking about goats here, and the US and EU have there warships in places they never want to leave again..

so all in all, someone is getting very rich by training 100 youths for a period of few weeks who most likely will never see the colour of the red sea or the indian ocean..
you ask why is Ethiopia involved in this, my friends Ethiopia has very powerful and very resourceful friends within the US and the UK legislators and officials in those governments

that small amount of money is really enough for a state in somalia (island of chaos) you can imagine the number of this navy we talking about...and rememba no nation is helping you without a secret interest they hiding from you so in this case let us eat with them and atleast get something in return like,train our navy so as to END this "piracy" project cause that's the excuse of NATO warships in Somalia.
