In the modern world, a large scale internal investigation as to what went wrong, recommendations and necassary changes would have taken place after Hotel Shamo's incident and all public gatherings would be banned till a viable solution is in place. They MUST stop these gatherings till they can secure them.
I'd encourage all families of today's victims to get together and demand compensation from the government.

You originally claimed it had nothing to do with lack of security, and if this attack occured because there was a considerable lax in security enforced then that has a big part to play in so far in this attack succeeding in the first place.
