Israel's dream is that the Syrian civil war never ends, and Hezbollah and al-Qaeda kill each other and ignore Israel for the next 100 years. To that extent they don't want Bashar al-Assad to win, but they actually prefer him to the rebels, who they consider the REAL threat. Bashar has shown absolutely no interest in ever reclaiming the Golan and could care less about the Palestinian people, so Israel has always considered Syria a backroom partner where they could make deals with.

Everyone who have monitored the sitaution in Syria know that the so called Rebels are no threat to Israel. They are only threat to themselves. The real threat here for Israelis are the triangle of Iran, Assad and Hezbollah. Who already what many consider defeated Israel in 2008 war. The rebels are not united and they massacre each other and don't seem to have any other political ambitions then to bring chaos and terror to Syrian people. Just like the rebels in Lybia.
