There is a huge gap. In fact SL and Daarood will never agree on anything at all. The Daarood are motivated by a Machiavellian politics where their behind the scene schemers religiously believe they can outsmart both hawiye and isaaq and have 4 president. One in Xamar masquerading as a federal president and the other three one in puntland and jubland and one within SL.
These so called talks are a Trojan horse, where northern Daarood under the pretext of peace and reconciliation are trying to do the following:
since they gave up on destroying SL through military means and political means ( using a fake unity cry to sway non Daarood opinion ). Now they are implementing plane B, where they are negotiating to covertly great a state within a state by having SL recognize their kastuumo state, flag, parliament and their autonomuse albeit practically independent state by SL. In addition they want to dislodge SL military by the means of negotiations claiming since now they are part of SL there is no need for an occupying SL force. Also they want to have their share in SL central government while been completely independent of it just like the southern Daarood sharing Moqdisho power while having all Daarood enclaves independent.
I don't think the isaaq population will accept that outright obvious destruction of SL. Changing the name flag and constitution of SL is also in their plan to basically neutralize isaaq/Gedabursi majority through agreement under a fake peace negotiations.
The isaaq politicians might belly dance for them as usual but the core of the thinking isaaq know well their ultimate main objective which is to destroy Somaliland using soft power( negotiation) . Faysal a talking head dimwit can yelp all he wants, reality is we know where this game is going.
These talks are useless and it will never be accepted. If SL accept it might as well burn SL to the ground and commit mass suicides.

western circles r backing this option for SL they r waiting for "one SL"
i dont think they want to be like the southren regions but they want "proper representation" Plus decentralization and a new constitution,, more like changing somalilands political structure
for example warabe and khalif want to form an eastern bloc. warabe and cirro bases r reer miyi and "the elections happen deliberatly after they move to ethiopia" so having khatumo bases they r hoping to win.
