It wasn't limited to the 80s alone, it happened after the war, it still happens today and will probably continue to happen. Sexual violence in Somalia has always had a history mired in secrecy and denial. Pedophiles existed, they still exist and enjoy complete anonymity, not to mention impunity. To the Somali psyche, as long as it remains hidden, its not happening. My own best friend from our childhood was raped at age 9 by teens who lived in our neighborhood, nobody ever did shit about it. If anyone ever got punished, it was usually the victims. Then we turn around and act like we are a wholesome society, there's nothing wholesome or sacred about us, we just perfected the art of deception & masking. Some of the most vile creatures known to humanity exist in our midst and nobody wants to do shit about them.

In our society though and still in a lot of other societies, there is a 'don't hear, don't see, don't tell' policy. Sadly the victims would just remian quite. Kids got abused, by friends or families and because we are open society, almost everyone can come in your house. Not to forget kids weren't kept on eye properly.
A lot of the rapes would happen to people with no families, those that came from disadvantaged clans or backgrounds. Yet it also can happen to a rich person that comes from strong well known clan, who does it? A family friend. No joke, most rapists are people you know and interact with often, if not a lot of the time.
About Somalia being punished, that might be possible. Collective punishments for nations do happen, if the people have transgressed, then they are punished. However, in our religion there is nothing called 'the son being punished for the fathers sins.' And like Basra pointed out, there doesn't need to be a reason for sufferings to happen, it is part of the tests!

HalfDzed, you have it there. The root of the problem is using the art of selection, deception and masking when it comes to justice. As a community it's our responsibility to find out the bad guys, and avoid making sexual violence to become more normal in civilian life. It's something any civilized community would do, creating awareness.
We shouldn't be ashamed of discussing, or making a wake up call of its kind.
