Yes he did, he never really agreed with Al-Shabab, he was kinda forced to join them. Remember couple years ago there were fierce fighting between Al-Shabab, and Shiekh Dahir Aweys group (Hizbul Islam), when they got weak Al-Shabab said we either crush you or join us.

well technically he is Shabaab and even when he wasn't a part of Shabaab, and running Xisbul Islaam he was doing the same exact stuff as them.

He is handing himself in to save himself, it's not for crimes, if he hands himself in, he's granted immunity.

Sheikh Hassan Tahir Aweys is a respected Somali elder and should be treated well if he decides to lay down his weapons. Mujahid Robow would be a great asset to the future Somali army and should be given the leadership of Bay & Bakool.
