There is no "average" because they look at your car, claims, age even where you park it  . Its from £600-1000 for most people I know.

Do you guys pay road tax iyo residential parking permit mise you buy the car and just drive :x

I see.

I bought My new Car few months Ago.. It costed Me $50,000 all up with road cost/Transfer and registration. I spend $200 Extra on insurance a year on it to protect it from anything.

Insurance for me is $1000 a year, But this is the Ultimate covering everything to the point if a refugee came off the boat and has a nigerian license and drove my car he is covered By my insurance. It all depends here too Age/Area/if you had past accidents, past licennse suspension, where you park your car, How long you had your license for many things and if you lie in any of them and claimed and they found out they will refuse to cover your damage. you see when i drove a sh*ty old car years ago i didn't really care for my insurance because i didn't care about my car so i had insurance just to cover other car if its my fault which was like $180 a year, But now if some one with a shitty car Hits my car and mess it up my insurance will fix my car or even replace it for a new one without me paying a cent and let them chase the Guy at fault in court if he doesn't have any insurance. since its the norm with people with no insurance to claim they have no money they will be lucky if they get $100 a month from him, Imagine my car was a write off, $50,000 it would take them close to 50 Years for them to get their Money. so in short and this is with everyone not just african people when they buy just a car to get them from a to b they either have no insurance or the bare minumum, once they but something really nice then full Insurance is bought.

Registration for the car a year is roughly $600 a year. (More for trucks or Business Registered car) This include Insurance to cover you if you get into an accident and your are injuired etc.

But basically you don't need car insurance, you can walk up to a dealer, Buy a car from as low as $500 as long as the dealer says its with registration and drive it off, If it isn't registered then it becomes tricky because you buy the car but you need to register it and by that take it to the Road Authority for them to check it and if they are statisfied that its safe to drive (Road worthy) they will allow you to register it under your name. if not then you need to fix what ever they tell you to pass the inspection .

We don't pay residential parking permit, except in few areas, depending on where you live, if you live close to the city centre then you either have your own parking space/parking permit for few Bucks a year or you have your secret parking spot where you wouldn't get fined. Other than that its a one or two hour parking during the day. the Burbs you can park anywhere for as long as you want except for shopping Area's.
