Closest thing you could blame MSB AUN on nepotism would be the red beret his personal guards which was primarily Marexaan which I don’t blame him. When all Somalis turned in him and wanted to kill him not bad to have your tol around you.

Forget my mom, even my Grandfather was from Gedo, Dad’s from Luuq but okay I guess MSB put them there.

The reason Turkey has been popular and worked well is because they directly invest in the country. None of that giving money to USAID or this NGO and that NGO which aren't even located in Somalia and by the time it get's to the Somali government/people it's pennies on the dollar.
Good point, the amount is what is impressive, but I have no idea how or through which third party it will be paid, all we can do is wait and see, Farmaajo is from America so I think he is far more acquainted with America and trusted by them as he used to work for the government over there, was also formerly working in the embassy to America, could not think of anyone better to deal with America than Farmaajo.
Unfortunately aid is big business and makes people and organizations rich and a lot of it is wasted rather than getting to the government or organizations on the ground. This isn't unique to Somalia, happens all over the world.

Turkey has been the bright star in that they have started to directly invest in the country, and for a fraction of that $1 billion price tag have shown a lot of development.
