The different between SOMALIA and Tunisia is that Somalia's war is based on clan, while Tunisia's troubles are based on politics.

We're not talking about buildings. When Siad Barre left, his government had already collapsed. They controlled no where. The government wasn't intact at all, it had already collapsed. Siad Barre fought tooth and nail to hold on to power, and lost. While Ben Ali left and let the country function. If Siad Barre had left the country without the war coming to him, and this ensued.
