Last time I went to pick up money from my moms account WITH her ID I was told that she had to be present herself....the guy let me off the hook because he knows the family but as far as I know Dahabshiil policy doesn't allow it though. If you know the agent he might let you off.

^ Yeah, if you know someone there you will probably be given, as long as you state the details correctly. Like the name of the sender and receiver, the phone numbers and from where it was exactly sent and the amount sent.
