I've had up close viewing of how governments operate. The various Somali govts are all the same.

Do you know the process in a Western govt is by simply responding to a letter from an external stakeholder? Forget about the strict styling guide. There are practically 10 step you must do before sending that simple letter out. It takes two weeks to send out a single sheet response. This ensures acccountability and professionalism. It makes sure govt policy is strictly adhered to and you are not creating your own policy.

1) Draft
2) Supervisor review
3) Second draft
4) Supervisor review
5) Third draft
6) Manager review
7) Director review
8) Office of the Assistant Deputy Minister review
9) Office of the Deputy Minister review
10) Office of the Minister review
11) Mail the letter
