not until we have oil and other resources. these projects need billions of $$$

secondly you need to have human capital such as scientists specially physicists as pakistan

you need to hire some nuclear mercenaries from eastren europe

lastly you need to have continental missiles and advanced warplanes that can deliver them

all this seems impossible for a poor under-developed country like somalia

but we can be able to establish weapon factory like sudan and egypt.
