This is no big deal. He came on the orders of Somali Government and the EU ambassador Fulgencio Garrido Ruiz. It is in regards to the talks and finally ending the isolation project. The former administration in Ethiopia entertained them without actually acknowledging them so Ethiopia is obligated to close the chapter and the least they deserve is some explanation why Ethiopia will no longer deal with them as a separate entity from the rest of Somali Republic.
