     | Tuesday, January 16, 2001 - 11:44 am In order to safeguard our nationhood, we have to threaten our enemies nationhood. 1-first the new government should strengthen its hold on mogadishu, integrate its malitias, and take over warlord-controled pockets in the south such as Balcad and Adale. 2-it should train and re-equip it's malitia and convert them into regular army, while the new police takes over the security of the southern cities. 3-the new army should capture Bay region(the only warlord controled province in the south so far)from shatigudud and his ethiopian allies with the help of the tribal malitia in Bakol region. The government should supply this melitia to enable them to keep the pro-ethipian RRA at bay until the army is ready to move in. 3-After taking over all of southern somalia(along with much of the so-called ethio-somali border), the government is in position to deal with ethiopian agression. If ethiopia continues its agressive policies, the government should start supplying much needed arms and equipment to the liberation fighters in oromia and western-somlia(ogaden and Haud. These freedom fighters, if well supplied, would be able to pin down a large part of the ethiopian army, relieving the pressure from the somai border(the Prov. Administration Line.). At the same time, the government should continue with the build up of the armed forces. 5-The ethiopians are expected to supply the pro-ethiopian administration in puntland. With such backing, it's possible they will a take hardline position against the government as they now do. But their popular support will probably weaken as more people become confident of the new gov. With the support of the people in puntland, and the build up of the armed forces, the gov. is not expected to have much difficult taking over puntland and removing the pro-ethiopian officials. 6-with most of the Administrative Line(so called border)in government hands, ethiopia can either have peace or war. It's not neccesary to have somaliland(northern somalia)in before we can go to war with ethiopia. The reason: a) The gov. and the armed forces will strech the vital resources by administering and guarding the north-western states before we get time to rebuild the armed forces and the economy. b) the current administration in somaliland is pro-ethiopian and it's not expected that ethiopian forces will occupy these states during the war. c)by not helping the national defence during the war and by continuing to let the ethiopians use the port of berbera, the pro-ethiopian administration will lose the support of many of the people in somaliland, and will earn hatred in the rest of somalia. 7-In any war against ethiopia, the object should be the liberation of western-somalia and oromia. Every effort should made to mobilize the colonized somalis, Afars,and oromos. Ethiopia has a much larger and better uquipped army than us, and the only way we can defeat them is by having guerilla war inside ethiopia while a large part of their army is also bogged down at the border. The somali region is especially well suited for guerilla war. After weakening the ethiopian army by the guerilla war, the liberation fighters can finish off the imperial regime with the help of some of our regular units selected for the mission. We should not openly commit our regular forces to fight in ethiopia unless they first openly attack us.
