Surrounded by hundreds of heavily armed men, Hassan toured Baidoa in central Somalia to commiserate with residents and promise the city's reconstruction.
Baidoa, a town of narrow, dusty streets, crumbling houses and bustling markets, became known as the ``City of Death'' after a war-provoked famine devastated the town in 1992. It lies 155 miles northwest of the capital Mogadishu.
``I convey my deepest and heartfelt condolences to the families of those who died or were disabled during the civil war,'' he told tens of thousand of Somalis waving flags and flowers, and singing national songs in Baidoa's soccer stadium. ``The government will take care and educate the glue-sniffing children and the orphans.''
Hassan, who was inaugurated Sunday as Somalia's first president since 1991, was on the third day of tour of Somalia. He was chosen by Somalia's Parliament-in-exile in neighboring Djibouti, cite of an ongoing peace process. Several key faction leaders in Somalia oppose the process.
Hassan had not been expected to return to Somalia until a prime minister and Cabinet had been named in Djibouti, which has not yet happened.
The surprise tour is widely viewed as a bold move to demonstrate to opponents of the reconciliation process and a skeptical international community that Hassan and his legislators have the support of the Somali people.
Hassan was accompanied to Baidoa by 90 members of the 245-seat Parliament.
The country descended into chaos and has had no central government since opposition leaders joined forces to oust dictator Mohamed Siad Barre in 1991. Factional leaders then fought with each other, turning the nation of 7 million into battling fiefdoms ruled by heavily armed militias.
The president and legislators were expected to return to Djibouti later Friday where the process of appointing a prime minister and Cabinet will begin.
In neighoring Kenya, Foreign Minister Bonaya Godana told reporters that his country fully supports Somalia's new president and Parliament but warned that viable peace in its fractious neighbor can only be achieved through inclusion of faction leaders.
``We would have wished that all parties, particularly the warlords, would have been party to the (peace) talks,'' Godana said. |
