Ladies and Gentlemen of the Forum.

I have been against this so-called Djibouti Reconciliation Con from the day Monsieur Guelleh proposed it in his speech at the UN General Assembly. My belief (which has since grown stronger) was that Djibouti was working to cause more misery for Somalia. To understand this point, one needs to take a look at another Djibouti Reconciliation Con that occurred in 1991. At that conference, Djibouti had an opportunity to nib in the bud the simmering conflict that arouse out of the leadership claims by the plethora of groups that had liberated Somalia from the Siyyad Barre’s iron grip. Instead, Djibouti simply rubber-stamped the Manifesto group’s agenda i.e. the presidential claim by Ali Mahdi and in the process set in motion a sequence of events and calamities that has frustrated the World and left humanity agog! Every Somali started fighting every Somali with viciousness never seen before. It is after that 1st Conference that individuals with means or ‘warlords’ started to manipulate clan loyalties to secure political power bases for themselves and for their clans. In short, that Conference sowed the most ruinous seeds of conflict they are grappling with today.

Secondly, for the ten years Somalia has been bed-ridden, its territorial integrity has been violated by all and sundry (principally Ethiopia). And the silence our ‘brothers’ in Djibouti has been deafening to say the least. They have never said ‘yac’ to the ships that have exhausted our coast of fish and fauna, they have never said ‘yac’ to those polluting and dumping nuclear waste in Somalia. It is also worth mentioning that Djibouti has never reciprocated the diplomatic succour that the Somali people gave them in their hour of need in that thousand upon thousands of Somalis are everyday harassed and persecuted while travelling all over the world and Djibouti say nothing. In a nutshell, Djibouti has always taken ‘an I don’t care attitude’ towards Somalia.

Thirdly, even if we were to give Djibouti the benefit of doubt, and let conference to be judged solely against its own practicability, I doubt its success. For starters, President Guelleh has alienated ALL the known leaders of Somalia. He has mandated his own hand-picked delegates to think and produce a government for Somalia! In other words, by ignoring the ‘order’ that is already existing on the ground, Mr Guelleh is in for big shock! How on earth for eg is he going to deal with Somaliland, where the main clan, almost to a man, have been dreaming independence? How will they implement any future resolution with spilling more Somali blood? Soomaali waxay tiraahdaa maanaa mooday mise Cadan baa laga heesayaa!

To sum up, Djibouti is brewing more misery for Somalia as it did 9 years ago. The conference time frame itself is a telling sign of what is in store for us. It reveals a pre-set, non-somali plan to create a colonised dependency and not a self sustaining government as Monseour Ismail Omar Guelleh would like us to believe!

djibuti conference alienated all known leaders like a/lahi yusuf and ceydiid and beg to participate somaliland and that means that the conference is biased.
