     | Sunday, July 16, 2000 - 06:16 am Dear People of Somalia I am a German native and participated in UNOSOM in 1993. Our area of service was Belet Weyne, the "Great Town". There couldn't be any success in that mission, not due to Somalia's hostiles against some nations involved, but rather because of the lack of respect and understanding for the culture of somalia by these nations. Till now I mostly don't understand myself what is going on and why. But what I do know is that this lack of sensitivity, to be found in most of Western nations, caused the desasters during UNOSOM "peace-keeping" mission. Now, nearly 6 years after the withdraw of all UN forces, there might be a chance for a new beginning in Somalia. I don't want to claim the right to judge the current peace talks in Djibouti. But I wish for all people in your country that there are reasonable and appropriate results, creating a base for a more peaceful future that satisfies everybody, regardless which clan he belongs to. UNOSOM did not fail because of lack of sensitivites. The conflict between the SNA and UNOSOM II was based on Aideeds desire to be the successor to Mohamed Siad Barre. If that were not true then we would not have been greeted in very friendly term by the Hawadle (in Belet Huen), the Abgal, the Murosade, the Rahanweyne, the Darood (I could go on, but you get the point) etc. The mission failed not because we didn't respect Somalis (of course there was some of that, but not a lot) or didn't understand the dynamics of the society - it's not really that complex. This was a question of the SNA wanting to control the future political apparatus of Somalia and the UN forcing compromise. Compromise was not the way of Mohamed Farah Aideed. UNOSOM failed because my political leadership did not have the determination to stay the course and fight the SNA to the finish. Had we done that I submit to you that Somalia would have a government today. It is certainly in vogue to claim that "we didn't understand them" when talking about what happened in Somalia in 93 but the truth is we understood perfectly well what was going on. We just didn't have the cajones to finish the game. FYI I am an American soldier who fought the SNA in 93 and lived in Somalia for almost a year. I have examined this problem in some detail.
