    Majeerteenia | Monday, January 15, 2001 - 05:08 am Social rebuidling of Majeerteenia Like other parts of Somalia, the regional population is composed of traditionally rival descent units who now belong to opposing political factions. The peace accord signed in mid-1993, and subsequent abortive attempts to implement some aspects of it, has not bring a lasting solution to the rivalry and opposition in Mudug. The division of the region into North Mudug, populated largely by Majeerteen, and the south, populated by Habar Gidir, is rigidly observed. Social interaction and intermingling has greatly diminished since the civil war. Anger, animosity and suspicion linger just beneath the surface. Thus it is difficult for the rival communities to share the few facilities that exist in the region, as most services are located in the more stable northern part of Mudug and the northern section of Gaalka'yo. However, even in the relatively advantaged northern part of the region, services have not been restored and are inadequate. The administration tries very hard to persuade the IDPs to vacate badly-needed buildings but few are willing to leave and most claim that they have nowhere else to go. |

Besides the hospital in Gaalka'yo, which caters for many patients from the Ethiopian Somali National Regional State, Muqdisho and the inter-riverine areas, as well as a few Oromos (USC/SNA supporters rarely use the facility), there is a 3-room hospital in the district of Jerriban which is sheltering displaced people. And, apart from the two Mother and Health Care Centres in Gaalka'yo, there are MCHs in Galdogob, Jerriban, Harfo, Ba'adweyn and Balibusle. The external supply of essential drugs for the hospital is scanty and irregular. At the moment, there are four physicians in the region: two surgeons, a gynaecologist, and a general physician. Doctors believe that TB is the most prevalent disease in the region: tuberculosis and other respiratory malfunctions account for 70 per cent of all cases. Other prevailing diseases include malaria, hepatitis and parasites. Médecins Sans Frontières (MSF), or Doctors without Borders from Holland, have entered the scene recently and are assisting the regional hospital management to deliver better services. They have already started rehabilitation work on the hospital and plan to provide the hospital with drugs and other essential materials. The hospital's TB ward is expected to be reactivated. Most important of all are the capacity-building measures they have already embarked upon: staff training and refresher courses are in full swing. Prospects for the regional hospital look positive in the short term, although the sustainability of these interventions remains questionable. Another initiative in the health field is spearheaded by a well-known Somali doctor, with the backing of the region's local communities and members of the diaspora. A privately-owned clinic with the most modern medical equipment is being constructed outside the town and the plan is to hire the best doctors available locally and to match them with highly qualified doctors from Italy and elsewhere. This would be a welcome development also for the neighbouring regions and beyond, as the vast majority of the people of the region have no direct access to modern medicine and must depend solely upon traditional healing methods. One unfortunate consequence of the deregulation of health services has been the proliferation of drug kiosks staffed by unqualified people who sell expired or sub-standard medicines without medical prescription. |

About a dozen privately-run schools with curricula as diverse as the individuals involved are operating at present and they are mostly concentrated in Gaalka'yo. Not many of the teachers are formally qualified for their work and with few exceptions the schools use rented houses as most of the previous school buildings are occupied by the IDPs. A number of local non-governmental organizations (NGOs) like the Somali Women Concern (SWC), Rahmo Relief Organization (RRO), and the Somali Welfare Society (SWS) run schools of their own. The Somali Welfare Society (SWS) uses the only secondary school building in the town for an orphanage; in their syllabus, religious teachings are emphasised. This organization is supported by wealthy individuals from Kuwait and other Gulf Countries. There is also one technical institute in Gaalka'yo, but it is not yet functioning: its construction was completed in 1994 with Islamic Bank funds. There are no other external actors in the education sector as yet, but both UNICEF and Unesco-PEER are planning to get involved |
    M.J | Monday, January 15, 2001 - 05:12 am The civil organisations A number of civic and community organisations are engaged in a variety of activities: these include women's groups, the Environment and Community Development Organization (ECO), former NES mine-clearance teams, and the Muruqmaal Labour Organization, a new association representing low-status minority groups and which works to improve their well-being. The other main organizations are SWC, SWS and RRO, as indicated above. These three have a solid track record that could be developed further. Somali Women Concern and The Somali Welfare Society are by far the most effective of the local non-governmental organizations operating in the region, and both have external partners. The rehabilitation of social services does of course require more than simply innovating community services and facilities, e.g. hospitals, schools. It needs persistent and gradual psychological healing of individual people's traumas, the promotion of tolerance and forgiveness, and the restoration of the mutual trust that once existed between the rival clans. For the two opposing parties in Gaalka'yo have no choice but to live together and revive social and economic interaction. Civic organizations in Mudug therefore tend to emphasize fundamental characteristics of Somali society: Islam and the remaining positive aspects of Somali culture and tradition. One point that should be stressed is that, in spite of the catastrophic political and economic disasters that have engulfed the people of Mudug, malnutrition and starvation-related deaths are remarkably rare. This is mainly due to the fact that Somalis are thoroughly interdependent and share available resources, however limited. The economic assistance and co-operation between closely related kinsmen may seem awkward and outmoded to outsiders, but it has saved the lives of many people during the turbulent years of war and economic dislocation. As for the recurring violence, many townsmen blame it on the total ascendancy of the rural people over the urban. In fact, most of the gun-toting youngsters are from the interior and their understanding of Islamic values is weak, as Islam universally rejects violence and the killing of innocent people or looting of other people's property. A longer-term solution aimed at reforming these people will be required when the dust finally settles. A wise man in Gaalka'yo is remembered to have called for the destruction of the camels in Mudug as they are known to be the main cause of clan feuding: herders of the interior practise strictly forbidden acts, e.g. camel rustling, which may involve killing members of the same faith but belonging to different lineages. Radio Gaalka'yo remains an essential mass medium serving Mudug and the Northeast. Since its inauguration in July 1993, it has spread messages of peace and harmonious coexistence between embattled local groups. It was jointly established by the International Amateur Radio Network in Australia and members of the Somali diaspora (belonging to NES) in Australia. To extend reception, in mid-1994, the Australian government funded a limited improvement of the radio station, through an Australian NGO. The objective was to help local-level and national reconciliation processes through this medium. Despite these and other reconciliation and peace-building efforts, no way has yet been found to demobilize the armed militiamen and reintegrate them into the society to become law-abiding and productive citizens once again. Armed youth constitute a serious destabilizing factor: militiamen, child soldiers and young people, having lost all hope of their own, frustrate the hopes of others. Job-creation in the form of income-generating activities for the displaced and the returnees is another vital issue that needs tackling. |
    Police of MJ | Monday, January 15, 2001 - 05:13 am Police Force The police is not fully inclusive, although there are moves to form a joint police force, at least for Gaalka'yo, and participation is currently limited to the northern part of the region. UNOSOM used to provide salaries and equipment to a 160-men force, spread out across the districts of Gaalka'yo, Galdogob and Jerriban. Due to shortage of funds, the current administration cannot afford to pay them even a minimum survival wage, and they therefore possess neither the resources, nor the motivation to carry out their sensitive security task. As a result, their number has dwindled: there are now about 40 of them, mostly elderly men. Militiamen from the SSDF are still stationed at the check-points and at the airport, and are used at times to support the overall police activities. |

Samatar on Majeerteens capability of governing when independence came in 1960 the Majeerteen, owing to their superior skill in governance, merchant capital, education and urban experience, easily began to dominate power and privilege in the new state. As a result, in the eight plus years between independence and Barre’s coup in October 1969, the Majeerteen towered supremely over all other clans in dominating the national life. Majeerteen merchants grew rich (by Somali standards) and prosperous while Majeerteen politicians acquired a commanding mastery over the reins of political power. (Here a caveat: Majeerteen ascendancy stemmed more form political astuteness than from coercion, managing as they did to forge alliances alternately with the elite of the Hawiye, Isaaq and Rahanwayn, thus ensuring their preponderance during civilian administrations). Over-enthused with an understandable sense of self-importance, the Majeerteen began to become intoxicated (in Somali, "waa qooqeen" with their success, flaunting their power and prestige openly, perhaps too openly, to the anguished envy and hatred of other clans. Thus did the Majeerteen coin a new proverb, boasting of their numerical superiority over all other clans: "Intii madax madaw iyo Majeerteen baa siman"; thus did Yaasiin Nuur Hasan Bidde, the new aristocratic minister of the Interior during Abdirashiid’s presidency, brag: "I have just turned thirty-three years, and I have managed to stash away thirty-three million shillings"—then equivalent to $5.5m. Presumably Yaasiin boasted so in order to rub it in the face of rival clans, and the lean and hungry among the latter no doubt responded with a mouth-watering envy. |

And if the ancient Greeks believed that excessive arrogance leads to destruction, they also believed in the possibility of redemption under suffering specially that pain and suffering lead to wisdom, and therefore possess a therapeutic quality. It was reasonable to expect therefore that the combination of experience in governing, erstwhile preeminence and subsequent debasement under Barre’s persecution should have produced wise political leadership from amongst the Majeerteen after the general collapse—Majeerteen heroes, as the poet anticipated, ready, able and willing to serve the nation. Alas, it did not. Instead, the world watched the humiliating spectacle of the Majeerteen falling on one another into internecine bickering and base political squabbling, failing utterly to establish an orderly administration in their corner of the country. And yet, to free ourselves from bias masquerading as political discourse, the Majeerteen did supremely triumph in preserving the peace and some measure of prosperity in their areas, a great achievement considering the curse of violence and vendetta that seem to prevail in other clan territories. (Here it should be mentioned the Gadabursi have also admirably established security to life and limb in their northwestern side in and around the town of Boorama, though they did have one scary eruption last summer. Even though a significant number of Gadabursi are pastoralists, a large number are sedentary; now a settled culture possesses remarkable advantages over a pastoral one: pastoralism spawns egalitarian anarchy, the principal Somali curse, whereas sedentarization breeds social hierarchy—of ugaases (princes), and ‘ulamaa (spiritual leaders) an urban society accustomed to ease and comfort and therefore not too eager to ruin it in violence, a civic culture that inculcates the virtues of neighborliness, deference to others and respect for order and power. The Gadabursi are just about the only Somalis, other than the Benaadiri and certain urbanized sections of the Majeerteen and Isaaq, that possess these civil virtues. No wonder therefore that the Gadabursi not only spared themselves the catastrophe that engulfed the rest of Somalia but no starvation –large or small –has ever touched man and beast in Gadabursi country! Should not the Gadabursi take quiet pride from this? They should, and to personalize it, I do, too. As a Somali observer, who prides himself, somewhat self-servingly, in being a detached truth-teller, I say two cheers to the Gadabursi.) Bossaasso, the capital of Majeerteenia, today remains not only the envy of other clans in peacefulness and tranquility but also the astonished admiration of the international community, a "port in a storm," as the Washington Post gushingly intoned. |

Surely the Majeerteen deserves great credit for maintaining the peace in their mountainous patrimony. Their example of peace and relative prosperity has even set the standard for the Internet banter and chitchat amongst Somalis in Europe and North America. Thus when Mohammed Abshir recently stated on the BBC something to the effect that "we in the northeast argue heatedly, but we do not shoot one another," his words have drawn vigorous exchange among Somali Internet users with some being bitterly envious over Abshir’s claim that the Majeerteen argue over issues to a solution like civilized men; but do not "shoot" one another as other clans are addicted to doing. In other words, whereas previously clans used to boast of their fighting capacity to inflict violence on others, now the Majeerteen have set the standard that the only thing worthy of boasting does not lie in one’s capacity "to shoot but in one’s patience and prudence to talk" in order to solve political problems peacefully! That in itself is no small achievement. |

Principally for two reasons. First, thee Majeerteen, of all Somali clans, have a history of government with a ruling elite, structured bureaucracy and economic stratification along with the skills of statecraft. In precolonial times the only states worthy of the name in the Somali peninsula had been the Majeerteen Sultanate of Boqor, or king, ‘Ismaan Mohamuud in the Baargaal-Bossaasso region on the extreme eastern coast and the kingdom of Obbia (Hobyo) belonging to ‘Ismaan’s nephew, the dour Yuusuf Ali Keenadiid. These were both highly centralized states with all the organs and accoutrements of an integrated modern state—a hereditary nobility, titled aristocrats, a functioning bureaucracy, a flag, an army and a not insignificant network of foreign relations with embassies abroad. Nowhere else in Somalia did anything even remotely comparable ever arise. In modern times the Majeerteen stand alone, absolutely alone, in having created a centralized state. This means that the Majeerteen clan in general, and the Majeerteen elite in particular, have a seasoned, unique experience in the nature and processes of statecraft that no other Somali group possesses. |

    Women of Kismayo | Friday, January 19, 2001 - 08:05 am A generation of war-lords have made Somalia an archetype of natural disintegration and the power of tyrants. Even now, with the death of Mohammed Farah Aideed, there is no end in sight. But there is another dimension to Somalian politics: the radical role of women. Two years before the entire country collapsed into civil war, in Kismayo, Somalia's southern coastal city, something happened that momentarily interrupted the slow march of strife over the body politic. A few dozen women, defying the conviction that enjoins female sartorial modesty, bared their breasts in public in front of a crowd of men. Fists raised, voices harsh, they shouted "Rise, Rise!", challenging the men to action, reproaching them for their failure to confront the excesses of the dictatorship. By challenging the men in this manner, the women implied that they would not from then on defer to them as husbands, fathers, or figures of authority. There was a sense of public unease in Kismayo after this event, the haruspices interpreting the women's action as a transgression, a sign of worse things to come, a countdown to the total collapse of a centuries-old status quo. These harbingers of folly spoke of women preparing to take over the opposition, of the spread of AIDS, of families fragmenting. At stake was Somali culture itself, the death of which was now thought to be imminent. The discord at the hearth was seen as symbolic of discord at the national level. At the height of an autocrat's rule, especially towards the end of his reign, such people argued, the difference between the sexes is authority. Men become women, women men, the terms defining either rendered provisional. Thus the women gave politics a more intimate profile, bringing to the fore questions about the national crisis. It was the women, ironically, who took politics, confined by dictatorship to the privacy of the home, back into the public domain. The traditional dress code of Somalia is not, in fact, as rigid as that of most Islamic countries (though we practise the uglier, more explicit form of female constraint, genital infibulation). Within definite limits, our women do display their bodies, wearing guntiino or see-through dirac robes, both garments allowing breasts, navel-buttons and the contour of their figures to be seen. Although not dressed as demurely as others in the Muslim world, our women are discreet with their lovers, seldom showing the whole extent of their bodies even to their husbands. There is a tradition in Mogadishu according to which a bride does not reveal her face to her groom on her wedding-night until after the payment of a waji-fur fee, a cash settlement. Treated as treasures, women's bodies are sexualized; a woman is face, a fee, treasure. Or, in the idiom of a Somali satirist, Naagi waa naas, "Women are breasts!". Men, on the other hand, are many things at once, more than the sum of their members, which are often enough on public display. You see men of all ages and all walks of life half crouched and busily urinating or easing themselves by the roadside, their fingers deftly holding their clothes away from themselves. Once done, they shake their manhood with vigour, and then place a pebble at the opening to dry up the urine, an impurity that should not come into contact with a man's clothes. That men uninhibitedly exhibit themselves to all and sundry is emblematic of their appropriation of all the power outside the hearth, legislating modesty for women, but not for themselves. So completely naked breasts were deeply shocking - the men of Kismayo booed, but the majority did not know how to react, covering their faces with their fingers splayed, staring - or standing mesmerized and gawking. Those men who belonged to the same house as the breast-baring women knew that they would suffer humiliation at the hands of the security police. And they did. Taken in to be interrogated, they were asked again and again what they knew, and reprimanded for not having alerted the authorities to what the regime viewed as a treasonable act. Yet the women were released soon after the crowd had been dispersed. It was only their male relations who were detained, then physically humiliated because the women were thought to be incapable of staging a public action without the support or knowledge of their men-folk. A handful of these men met later in secret. This group resolved to form a fighting force, to be recruited from their immediate families, a militia bonded by blood. This was not what the women wanted. Somali clans are based on male bonding, reaffirming the power of men over women. This explains why women interpret the current community-based mutinies that characterize current Somali politics in ways antithetically to the view held by men. Where men mystify politics, glorifying their role in it, women are distrustful of the warring and peacemaking processes. Women are aware of the importance of the multiplicity of connections the warring communities have, seeing themselves now as mothers to children of one family, now as daughters of another, and on remarriage, as mothers to offspring from yet another lineage. The men remain true to their father's ancestral identity, the women do not. Women know that their clan identities are an artifice. They know the men who stage the mutinies, know the women victims, the women turned into spoils of war - or into gifts of peace given away in marriage to settle a dispute between men. By baring their breasts and putting their honour on the line, the women of Kismayo revealed the extent to which men think of them as secret enemies, untrustworthy, labouring in the service of some alien interest. Proverbial lore compares them, in fact, to shadows, adjusting their shapes to the external circumstances. Somali men think a woman's one identity is incomplete without reference to a man, husband, a father, a brother, or some other male relation. So when the women bared their breasts, the men in Kismayo asked one another, not who the women were, but whose women they were. As did the security police. It wasn't the women who mattered, but the men to whom they were related, who were deemed to be responsible for them. Under torture, some of the men disowned the women ringleaders, whom they described as being odd, that is to say, attached, single, widows, spinsters, or divorcees. At pain to distance themselves from the inspirers of the breast-baring incident, most laid blame at the door of one particular widow, with no blood connection to their own communities. The chief of the state security branch was reported as saying in jest, "He is indeed hopeless who expects widows to lead a campaign against a regime!" The women's protest achieved nothing. There was no follow-up, without an independent women's movement, and no bonding comparable to the one shared by men who swear their allegiance to the clan; any action undertaken by the women was bound to fail. But the symbolic force of their act endures. It reveals, once again, how scared men are, in a patriarchal society, of female sexuality, of women claiming their proprietorial rights to their bodies. To be a Somali and a woman fighting for equality and social justice in these times requires an even greater deal of courage than in times of peace. And yet it is more necessary than ever. |

    Condemnation | Friday, January 19, 2001 - 08:10 am Kismayo City (Southern Somalia), - Conflict Monitoring Officials of "Bay Centre for Conflict Prevention" (BCCP) have emphasised during their meeting today that any resolution for ending Somali conflicts, adopted by Somali peace participants in Djibouti, could provide hope for the many innocent civilian who have suffered through Somalia's dangerous and divisive wars in modern times. Yet, the Conflict Monitoring Officials warn that 'the cycle of conflict and violence in Somalia will not end and help bring a better life for all the people of Somalis, unless those responsible for Somali genocide and human rights abuses are brought to justice'. Col. Omar Jess - a peace participant at the Somali peace Conference in Djibouti - is one of the Somali brutal war criminals who was sharply involved in committing grave war crimes, human rights abuses and driving certain tribes from their homes. 'Col. Jess ordered the murdering of more than 110 innocent civilians by his army in cold blood during the months of November and December 1992 in the port city of Kismayo, southern Somalia', said a survived victim in the USA, who has contacted the Centre after reading the Centre's previous report on inhuman actions by Col. Jess. According to the survived victim, [in 1992] 'about fifty people were taken to a place called Golweyn (not Goobweyn) where they were tied to the back of cars and dragged to the road until they died. Another large number was taken to the airport of Kismayo City and executed there. About twenty to thirty people were killed in their own homes in Kismayo town'. Col. Jess also committed war crimes in Hargeysa, Baidoa and Afgoye City during the regime of Siad Bare and the Somalia's civil war. The Bay Centre for Conflict Prevention (BCCP) kindly asks that we remember - in this time of peace searching - in our prayers a people who are particularly grieved and had lost their loved one at the war camps by Somali war criminals such notorious Col. Omar Jess. The Centre believes that it is not simple task to facilitate peace from the ashes of brutal violence by Somali war criminals and foster tolerance after unspeakable intolerance. The BCCP strongly condemns any collaboration or co-operation with war criminals or the genocidal policies that war criminals espouse.
