Anonymous | Tuesday, February 20, 2001 - 10:21 am On my regular and ordinary routine touching base with events at hand in Somalia and regions, I have not found anything too startling a news as Berberawi and Ahmed made comments about the politicians games in Somaliland. Neverthless the usual turmoils in the event of an approaching pseudo election fever seems to have affected the political settings and game players in Somaliland in each ones effort positioning himself for the "mock president" they seem to amuse each other for the sole purpose of practicing bushman politics without any recourse what soever in dealing with the fundamental problems of the people of Somaliland at large. The rift that has transpired between the Somaliland defence and presidency characters is nothing too new at this stage. However the following cases appear to have significantly stired the political and power setting of Somaliland, thus lending some credit to Berberawi's impression that some imbalance of events are evident. 1.It appears that as elections approach, each 'mock minister' is in his capacity trying to blame the rest for his inability to run his duty. And therefore to justify that he is the only choice to play the next Somaliland 'mock presidency'. Now: In the part of the character posing as a defence minister for the rest of the mock quazi-politicians, he has found valid reasons to suggest Cigaal should be kicked out and sent to jail for treason. His logic revolves around one major case: The Tigray Occupation Army in Somaliland, he suggests it is a direct result of Cigals blind political gesture for Ethiopia which according to the minister has incapacitated the Somaliland degence forces as insignificant for the security affairs of Somaliland, as Ethiopian generals directly communicate and order Cigal as what to do each and every next minute. Rendering the task of the minister not only useless but one post filled with shame and of shadows of in-effectiveness and the fact that Cigal rather relied more on the Ethiopian troops to keep the peace in Somaliland until the Tigray regime almost assasinated him for speaking about the killings, rape and torture that the Ethiopian troops are conducting inside Somaliland with the full observations of the international community in Somaliland as witnesess. And the fact that himself as defence minister as powerless. This was and is still the main valid rift between the Cigal admin and the 'minister of defence'. The last serious complication was a result of the minister's demand that since the UN had ordered the Tigray troops out of Somalia or face UN sanctions, why the Tigray Occupation Forces are still in Somaliland when they had withdrown from all other regions of Somalia in the last 72 hours. Cigaal and the rest of the ministers could not answer, suggesting to the defence minister that his approach and questioning of the refusal of the Tigray Occupation Army in Somaliland to depart Somaliland was not welcome. At this point, he started suggesting 'alternative' ways of getting rid of these foriegn forces in Somaliland by hinting the possibility that he could make a unilateral decision of either ordering them out, or perhaps his departure himself without detailing his intentions. This notion is what had provoked that the minister was pushed to the edge and he might aswell consider all options as he may see fit under the circumstances. A warning by the Commander of the Tigray Army regiment in Berbera created mixed feelings that the minister's life was in jeopardy, a situation that sent inside signals that indeed, there is no solution but to revive the SNM forces for the purpose of building a counter weight force against the Tigray Army in Somaliland who have no intention of withdrawing from thier positions under any circumstances as they now control most of Somaliland and Cigal and his defence minister have no or little say on the status of the security, Sea ports, Airports and border areas of Somaliland. 2.Additionally, 16 armed SNM members were arrested by 5 Tigray Occupation Army patroling the road between Hargaysa and Berbera on Feb 3, 2001. The 16 who were herding camels were disarmed and beaten. A case which had greatly angred the local elders who had complained to Cigal, and thus Cigal complaining to Meles Zenawi for the the 7th time since the new year about incidents steming from the Tigray Occupation Army in Somaliland. 3.For all the politicians in Somaliland, it has become and more clearly understood that the concept of formaly and legaly separating Somaliland from the rest of Somalia was not going to materialise at all. It has also surfaced that new moral questions and pressure from the former SNM leaders clarified that thier SNM goals were high-jacked by Cigal and Meles Zenawi who still do not understand that the SNM struggle was not an Issaq against other Somali tribes but a genuin Somali armed opposition effort designed to spread to all of Somalia to topple the previous government and that Cigal and Meles Zenawi became the unlawful beneficiaries of the final status of Somaliland. Cigal as a symbolic president and Meles Zenawi as exploiting Somaliland resources and facilities without a resyprocating benefit for Somaliland, in addition to occupaying Somaliland. The defence miniter threatened Cigal that he would expose all details and the contents of a letter signed between Cigal and the Mr. Tamrat Layne, the former Ethiopian minister which indicates that Ethiopia will provide security and military protection for Somaliland. A case which he said, disbanded and sent all SNM members in great disheart and disarray. The deal was brockered by Abdulmajid. Once signed, it became impossible for the Somaliland authority to stop the Tigray Army Occupy Somaliland to do what ever they want in the interest of Ethiopia. Mainly the use of the ports and airports of Somaliland. 4. Once in a while, Cigal and all his ministers when upset, the best strategy to threaten each other has become suggestions of accepting the Somali re-unification effort! It has become a standard claim by all ministers when things get wrong for one and blame the rest!. 5.The main issue now is the reality that Somaliland will never be separate UN recognized government, that Ethiopia will never support Somaliland as a government, that Ethiopia will never allow the establishment of an Somaliland military force of SNM origin, and the fact that the people are tired of isolation and and poverty that stems from too many empty promises and exessive Cigal propoganda daily on the radio that people have now rejected to the extent they would not bother listening to the admins propoganda any more. The betrayal of the SNM and the Ethiopian games have greatly created an imbalance and lack of trust and confidence among these thugs in Hargaysa. >>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>> |
