It is amazing the extend to which some of the purpoted leaders can go towards making international agreements. There are many such agreements that have been signed on behalf of somalis and indeed the main reason that those in Djibouti are eager to form a government even when it is well known that such a government will in no way improve the security of somalis but rather increase the risk of conflict. One such examples is the agreement entered between Egal's government on behalf of somalis in somaliland Vs Total France. To read the "AGREEMENT" check

I think all this so called leaders are not after the betterment of the society but to line their pockets with ill-gotten wealth.
