The communists were careful to involve as many people as possible in order to ensure everyone was culpable. That way everyone who was associated with the communists understood, as the party went so they did too. It was a way to ensure mass guilt. The Serbs did this a lot in Bosnia as well. It's a manipulation technique that seems to have worked well. In the case of Somalia, it would seem that there's enough guilt to go around, making it very hard to point the finger at any one person. |
