Actually it is the other way around.....Puntland and Somaliland which are clan-based entities need to be dissolved as mini-''states''. In Somalia we cannot have clan-based Federalism.
Sure every clan and subclan can develop its regions but this should not result in the creation of separate clan-based mini-states. Every clan has ofcourse the right to govern themselves freely within their own regions but this nonsense of ...-land with ''government'' and ''president'' needs to stop

So are you more of a central government, centralized system? These guys are not smart enough, compentent enough and most of all, don't have the wadaninimo and dignity to rule over a country. So is there another solution?

I'm with you that we need a national government. However, there has to be a checks and balence in place. I would never want my clan, or any other clan for that matter to be at the mercy of these idiots. They cannot be trusted. I do want a national federal Gov't, but I want it to be symbolic, by name with the people having the real power, and the federal Gov't not being able to do anything without the consent of the people. Now, I'm not being qabilieste here, but Habar Gidir HAD TO BE disarmed plain and simple. They should not have guns, because of the abuse they inflicted on their people and Somails as a whole. Xamar was broken down into 20 neighborhoods with 20 warloards in one city. However Jubboinka, Puntland, Somaliland all had an administration where you could argue whether it was fair representation or not, but those areas had some form of law and order.

Saaxib, I know it sounds qabiliste but let me explain.... What I have in mind is, we have a national army, with regional goverments. However each regional gov't has their own joint army. Lakin if HG have a gobol WITH guns, they will go back to the shaqo of isbaaro (checkpoints), lawlessness, and all the other crazy stuff you see. Look at Xamar. TWENTY NEIGHBORHOODS. If they were given a region to control what makes you think they won't do those things again? I don't mind them having a region under their control, but if their armed, I'm not sure they could be trusted, to manage a region.
