The regional president of Somalia's State of Puntland dismissed a district council today after internal disputes among councilors escalated.

Gen. Mohamud "Adde" Muse, the Puntland leader, issued a decree from his office in the central Somali town of Galkayo, 750km north of the capital Mogadishu.

The 27-member Galkayo District Council was officially disbanded Sunday, with President Muse naming a caretaker council chairman and one deputy.

A dispute erupted among councilors last week after Galkayo council chairman Muhiyadin Abdi Biihi, who is also the city mayor, was voted out by 18 councilors.

The former mayor refused to accept the decision and claimed that he is still the mayor of Galkayo.

Senior Puntland government officials, including Local Government Minister Ali Abdi Aware, expressed their dissatisfaction with the way the vote took place, with one official referring to it as "a coup."

District councils were established in many Puntland towns since 2005, when the incumbent administration of Gen. Muse came to office.

The clan-based councils are composed of representatives from local clans, who share power among themselves with oversight from the ministry of local government and regional development.

The councils have authority likened to municipal governments worldwide, with policy in sectors as diverse as land management, local commerce and sanitation.
