Abdiqasim was given an impossible situation, how was he supposed to rule the south when the south is all warlords?
If there's one thing Somali history has proven beyond a shadow of a doubt is that warlords can't be brought into a government peacefully. You can give them ministerial posts, the presidency, whatever you want, but they'll never give up their private kingdoms.
