I doubt this will be a fair, balanced contest, because are the refs from all regions? are the fans neutral or are there fans from all regions?
if you gonna host something, do it good, be fair and balanced to your guests but since its the first one, I will let it go.

Also, I will advice them if the teams could be representing clubs instead of regions, because region = tribe, but when you have clubs, its related to a company and its all about business not tribe.

I think all the members for these teams are Puntland based. I just don't believe they left Al Shabab controlled regions to play a sport Al Shabab bans in those regions in Gerowe, the capital of a region Al Shabaab sees as an Ethiopian vassal state.
