re-read my post; i said that i believe that ssc qualifies, but i'm not sure because cayn is not an actual province and ssc does not claim all of sanaag ( thus making it one full region + parts of other regions).
get the stick out of your ass, kow. pl is not an expansionist state and i believe PL should be confined to the territories of their supporters. if the dhulbahante want their own state, so be it. more power to them. why would it bother me at all?
