NAIROBI: Eritrea has been accused of plotting co-ordinated car bombs designed to cause ''mass civilian casualties'' during an international conference in its neighbour and enemy Ethiopia in January.
The tiny Red Sea state is also allegedly bankrolling Somalia's pro-al-Qaeda Islamists and using British bank accounts to fund an increase in clandestine aggression across East Africa.
The claims were made in a new United Nations report that went on to warn of a rising threat of ''large scale'' terror attacks in Kenya and elsewhere in east Africa from freshly recruited jihadists.

Three years of planning went into the plot to detonate a series of bombs in Addis Ababa, Ethiopia's capital, during an African Union summit in January. It was foiled by security forces.
Ethiopian rebels were blamed, but the plan was ''conceived, planned, supported and directed by the external operations directorate of the Government of Eritrea'', said the report, from the UN Monitoring Group on Somalia and Eritrea.
The anticipated mass civilian casualties and use of explosives to spread terror ''represent a qualitative shift in Eritrean tactics'', the report's authors said.
Eritrea won independence from Ethiopia in 1993 but the two countries soon plunged back into war. Eritrea has supported any armed group that opposes Ethiopia's government.
Proxy conflicts between the two enemies spread most recently to Somalia, where Ethiopia is the main regional backer of the internationally recognised administration in Mogadishu. Eritrea is now sending an average of $75,000 a month from its embassy in Nairobi, Kenya's capital, to agents of al-Shabaab, al-Qaeda-linked insurgents battling Somalia's government, the UN report said.
That money is transferred from Dubai, where there are significant investments of Eritrean government funds.
Because his country exports almost nothing, President Isaias Afewerki taxes the 1.2 million Eritreans living abroad 2 per cent of their income.
Through its diaspora tax, the report said the government of Eritrea was estimated to raise tens and possibly hundreds of millions of dollars annually.
Some of that money is believed to end up being transferred via Dubai and Nairobi to pay al-Shabaab in Somalia.
''The means by which the leadership in Asmara [Eritrea's capital] apparently intends to pursue its objectives are no longer proportional or rational,'' the report stated. ''Moreover, since the Eritrean intelligence apparatus responsible for the African Union summit plot is also active in Kenya, Somalia, the Sudan and Uganda, the level of threat it poses to these other countries must be re-evaluated.''
Attempts to reach Eritrea's government spokesman were unsuccessful.

its time for kenya and ethiopia to invade and occupy eritrea. afewerki will face the IGAD court of justice.kenya navy can deploy in gulf of aden waters in 5days and launch a naval invasion while our dear and eternal brothers the ethiopians can invade from the south.

Kenya could not take Al-Shabaab on its own, so forget about entertaining Eritrean invasion. Keep in mind you ar dealing with a well-trenched, battle-hardened Eritrean with a stable country. Every Eritrean has the commando training while every Kenyan is busy at eating ugaali. Ethiopia occupies the Eritrean town of Badme despite the U.N awarding the town to Eritrea yet there's no mention of this situation which could trigger a new border war.They would rather waste time with empty accusations cooked by Ethiopia and its backers at the U.N, Eritrea refuses to become a mercenary vassal state like Ethiopia hence it suffers the consequences for its pursuit of been an independent self-reliant state.
A few years back the “Special Monitoring Committee for Somalia” aka the CIA, issued a report that arms shipments were arriving in Somalia via Asmara Airport here in Eritrea and even provided a registration number for the aircraft. But when a little research was done it turned out that the aircraft in question was registered to a well known Russian arms dealer with a long history of working for…the CIA!
No one has bothered trying to explain how Eritrea was able to sneak arms shipments past all the naval task forces assembled in the Indian Ocean to try and prevent piracy. No one has been able to explain how Eritrea was able to sneak arms past both the French and USA military in Djibouti, with all their satellite technology and around the clock intell systems. No has been able to explain how no arms shipments from Eritrea to Al Shabab have ever been captured. But then the western media doesnt have to explain anything, just report whatever the CIA tells them and move on to the next story.

Kenya can't defend it self from Somali Pirates Eritrea hadalkeeda daa.. & Eritrea (3 mil) defended itself from Ethiopia (80 mil) supported by the west which is larger and more populated..

UN wants ethiopia to have a port again among other things. Ethiopia is obedient to gaalo while eritrea is not. Walaal as an ogaden do you desire indipendence from both somalia and ethiopia, and to be a sovereign nation. @udun you can huff and puff but kenya and ethiopia historical buddies and eternal brothers will not tolerate terrorists and their keepers,if it was not for us horn and east africa would be in chaos and a laughing stock.but luckily its our duty we have made the area peaceful. kenya military superiority in weapons and hardened ethiopia can chew eritrea in 2days.

Ethiopia lost 123,000 men in 2000 to Eritrea, the poor suckers were doing human waves at well trenched Eritrean fighters but Meles didn't care with 80 million peasants to draft from again.
