This is a question that we all need to ask ourselves. Why has Puntland gone from such an isolated state in 2003 to know having envoys from american senator, america special representative, italian foreign ministry, U.N and other high level delegations coming to the state when they never used to come in 2003. Look at Galmudug its regional govt no matter how insignificant but it hardly receives such delegations.
Puntland President has so far been at american congress, british parliament, italian parliament. His met with the leaders of Yemen, Ethiopia, Djibouti, Kuwait. His met with prime minister of libya. Thats a quite an extensive portfolia for regional state thats only 13 years old if you ask me!!!!
There is no questions that pland influenced america in the two track policy i've read wiki-leaks going back to adde days calling for it and pushing for it. Hamar dont like the idea cus it will take away mogadishu central rule and hargeisa folks dont like it because it will mean they will need to apart of somalia. Its clearly a puntland policy and siilanyo is just reaping the rewards of majerten successful politics where his clan failed in their own policy of recognition which if we wanted could get easy but that means sacrificing alot of our wealth in mogadishu which we dont want to and this according to another wiki-leak!!!

We'd have to give up $500 million dollars worth of assets in mogadishu and its surrounding farm areas, thats why alot of puntians dont want to break away.
