Ethiopia was not defeated in 2009.

They withdraw because it part of the peace deal between Sheik Shariff (Djbouti group) and TFG.

their goal was not to occupy Mogadisho indefinitely, their withdrawal was not a retreat but a mark of victory, they had decapitated the ICU and left the movement split and chaotic. Ethiopia's military has only been defeated by the Kacaan, since then the only Somali groups who have threatened Ethiopia have been Al-Itixaad and ONLF but even they have not achieved anything of significance.

Shirib

you are deluded if you think Somalis defeated Ethiopian invasion. what objectives did the Ethiopians not reach ?

By the time Ethiopia left 2009, they almost had already acheived their goals. The ismalic courts union was almost neutralised and the detruction of Bakara market was welcomed with uninhibited euphoria by both Meles and Cabdilaahi yuusuf, because Bakara market was seen the nerve and economic centre of Moqdisho which without it's destruction their respective goals would not have been materialised. cabdilahi yusufs fear of HG dominance was neutralised and Meles Zenawi's fear of Somalia's re_emerging with Islamic and nationalistic charecter was neutralised too. Bakara market was the engine driving of those paranoia

Ethiopia wasn't defeated, they conquered Muqdishu for the first time and it was a great revenge for Ethiopia after Somalia humiliated them in 1977. For them it was a moral victory, also it was brokered peace agreement between the ICU and TFG in Djibouti which allowed for the withdrawal of Ethiopia.
They got a beat down that would remain engraved in their hearts and minds for generations to come. It was too much action for them to handle and thus retreated with their tail between their legs.

The peace agreement served them as a mask to hide the real intention of their withdrawal from their own citizens as to not appear weak and risk coup attempts
