Same reason Rwanda, Uganda and Tanzania survives today. now if its a question how they've managed to stay in political or militant conflict on and in the horn, it is partly because they've had luck on their side. The British curbed the expansion of of Somalis to the South. When Somalia was a nation it was mainly preoccupied with Ethiopia and was in a struggle for nearly 3 decades, especially the last decades (1970s and 80s), when it was far more powerful than Kenya.
