Use your intution times like this. we do not know the whole story. my initial reaction to your first post that she did not mean anything bad and the fact that she apologized says that she did not mean it. also the statement itself is not racist, but kind of rude. but you gave more details that you have been having aproblem with her? so she either does not like the somalis ( note there are all sort of people who are not racist particualry but hate somalis). or she is just a bully trying to get her way with you. either way, i would report her to even her previous complaint. she may be looking for an opportunity to put you in trouble at some point in the future. distance yourself from her too. be firm.
