Why can't the roads in Hargeisa be like this, I mean there is 1 or 2 good roads, but the majority are shambles

I mean it can't be that expensive to rent those cranes or tractors in the pic. Hargeisa needs to pave roads between the residential roads and districts to make it seem more actually like a city.

Whoever is in charge of town planning etc in Hargeisa are clueless, especially compared to somewhere like Berbera

The residential homes are aligned perfectly and just need a road constructed inbetween them and the districts.
