One of my former professors said the real purpose of the patent office is so the state scientists can have an opportunity to dissect any invention and use them to enhance the Classified Sectors. Personally i am thinking they have to cross reference several sources to ensure uniqueness prior to awarding.

If it's a logo or unique name, it shouldn't take that long. If it's a patent regarding an invention, it should take a few years.
