The reason is obviously qabiilism specially when there is money and power involved. Nobody wants to see other clan to dominate over them. But compromise is the key for everything or things will never work out.

When there is a drought, the logistics of delivering food aid in Mudug and Galgaduud is a nightmare. A small port @ Hobyo could help smooth deliveries from Hobyo to both gobol.

In terms of areas to work for international organizations, the most remote and difficult regions are Gedo, Mudug, and Galgaduud due to major infrastructure hurdles: no ports, few if any paved roads, poor airstrips, large terrain that is sparsely populated.

Now Jubboyinka, the Shabeeles, Benadir, Bay and Bakool are a breeze.

Absolutely. The project is great but very ambitious. I don't think there has been one Port built in Somalia since the War. All the ones that exist were built by the last regimes. Its a shame that there's no Government to procure the funds for this project.

Cabdullahi Caddow got funding for the Hobyo Port from the Italian government. Feasibility studies were done and shown that the vast tracts of central Somalia had ZERO access to a port. The regime changed the project location at the last minute to Bosaaso. Caadow was pissed. If he succeeded, it would have been him not Caydiid as the most popular Sacad of all time.

Bossaso was a better choice. It has a more strategic location than Hobyo.

Not if you have Berbera, a large deep water port, just less than 100 miles away which was not even at full capacity in the 80s. Caadow was pissed because after all the feasibility studies and efforts only to have his project dismissed solely on tribal reasons took him back.
