The "New Deal" a new system of aid delivery for Somalia
The New Deal sets out an entirely fresh aid architecture for the g7+, the group of 19 conflict-affected countries who have joined forces to lobby the international community to change the way aid is designed and delivered. It is the first major contribution of the g7+ in shaping global policy. At its heart are five Peacebuilding and Statebuilding Goals that should be used to guide aid prioritisation in member states. The New Deal also commits the international community to changing the way aid is delivered and sets out a number of innovative proposals for improving aid practices in fragile states
The five Peacebuilding and Statebuilding Goals are as follows:
1. Inclusive Politics
2. Security
3. Justice
4. Economic Foundations
5. Revenues and Services
The Somali government has already embarked on detailed discussions on New Deal implementation with its development partners, including the UN, EU, World Bank, USAID and DFID of the UK among others.

After London, Somalia's new deal is expected to be formalised at a conference in Brussels in September. The Somalia compact will set out mutual commitments and priorities between the government and donors. The EU has been appointed lead donor and has recruited Philippe Gourdin, as the donor co-ordinator, to work with Somalia's new deal team.
The process has not, however, been all plain sailing. The UK was keen that Somaliland, which declared independence from Somalia in 1991, should attend next month's conference. Somaliland initially declined the invitation on the grounds that President Ahmed Mahamoud Silanyo would not be given equal status to his Somali counterpart, President Hassan Sheikh. It took the personal intervention of David Cameron, the British prime minister, to persuade Silanyo to send a ministerial delegation. Whether or how Somaliland – and Puntland, which declared autonomy within Somalia in 1998 – will be part of the new deal will be yet another matter for donors to grapple with.

What I don't know is why the punanilanders and other various qashin from the south
want SL to be there. Surely there'll be more aid to go around for them?
Or are they fantasizing about us being forced to attend a meeting clearly not in our interest.
