IGAD agrees that Somali Govt leads formation of Reg States

Talo, you do know it is futile to build a regional administration without the govt's approval, no matter what IGAD says? RasKambooni is not going to be able to extend it's reach outside of a few cities within Jubbada Hoose. The govt will do all it can to take over Jubbada dhexe from Alshabab with it's own forces and not RasKambooni(though RK they couldn't do it in the first place even if they wanted to). So what will consist of this "Jubbaland?" No matter how I look at it, it is this present initiative that has to captiulate and not the SFG. They simply out rank, out number, and have more legitimacy than this shir in Kismaayo, and they want to make a lesson out of this Jubbaland. Their real objective is to say to the rest of the Somalis who are thinking along these lines, "not on our watch. We are the sole power invested with building any administration, and either you work with Us or the same thing will happen." This is why it is a political win when IGAD says the SFG is the only one that can build administrations, as opposed to their old policy of trying to set up ones.
