The guy had the power to send the Somali Air Force to bombard USC positions. He had the power to use the countless BM-21 Grad missiles and tanks to hold his ground. If he didn't use the Fighter Jets, what makes you think he would've used Chemical Weapons? He even willingly left Mogadishu just 26 days after the USC entered the city. Once he saw that the USC weren't interested in negotiations, he decided to safe the civilians and leave the city in the hands of the USC.

He went to Jubaland. USC came after him and that's when he started to defend himself, creating the Somali National Front (SNF) spearheaded by Morgan, Maslah and Gabyow. By that time, it was every man (clan) for himself. The idea of unity was forever lost.

I believe MSB was not responsible for a lot of things blamed on him, many of the people he trusted in his government betrayed him/Somalia by committing inhumane crimes via collective punishment to deal with rebels.
