yeah defo but now some are calling it the new map of federalism just bc it didn't happen on the way they were planning like others having less federal states wich may force them changing the capital

Some were planning hiiraan to join the central state so that middle shabelle can't have option eccept forming a federal state with banadir and letting them have the capital in this case since they have more provinces!
