Federalism doomed to fail in Central Somalia?

There is ongoing talks about creating the interim Central State administration(similar to Juba and South-West) central state would set the stage for Federal Member State to be formed from Mudug and Galgaduud’s boundaries. But control of the regions is divided among many parties–including Puntland, al-Shabaab, Galmudug, Ximan and Xeeb, ASWJ, and various clans and sub-clans. There is clearly lack of consensus over how to divide political power among the varies stakeholders.

Not to mention much of the region like Ceel Dheer in Galgaduud and parts of Haradhere are still under Al-Shabaab.

There's also been disagreements within Marehan clans in Galgaduud. Some have suggested appointing a Marehan as vice-President of future state in central Somalia.

In recent days there's been heavy fighting between Somali forces and ASWJ. Somali forces took control of Dusamareeb district.

Ethiopia also has huge stake in this region, with hundreds of troops stationed in El Bur as part of Amisom.

What next for the central Somalia? And then there is the question of where the capital should be Adado, Hobyo, El bur and/or Galkacyo (as Galmudug suggested before)?

Didn't the ex-PM sign a deal with Puntland that north Mudug would be part of Puntland (since its Majority Majrteen)

Its a very contentious issue. I herd that is one reason(among the cabinet reshuffle) AbdiWeli and HSM got into the fight because of the deal signed in Garowe.

sxb buglayn majertenia is no superpower that certain dhabayaco folks delude themselves. the central government in mogadishu can easily capture majertenia once it brings all territory south of Gaalkacyo under its sole authority

The Central state will not work because not only is North Mudug missing, but Cabudwaaq distict in Galgadud will not be joining either.
It is basically an administration in name only. What will happen is one administration including Middle Shebelle, Hiraan, Galgadud (excluding Cabuudwaq district) and South Mudug.
In essence, two full states, most of Galgadud and half of Mudug.
