I feel like its time for me to start looking more like a serious adult instead of a young person or a boy. Does dressing smart casual at 22 make me seem like I'm peacocking, cuz I have no such intentions.

No, it will show that you're mature and it will drastically reduce the likelihood of being undervalued and dismissed by older pricks who should be taking you seriously. The only downfall is that you're likely to attract a disproportionate number of women slightly older than you in some settings.
