At the time George W Bush was elected, the American economy was yet to collapse and the war in Iraq had not turned sour yet. Put yourself in the shoes of someone living in 2004 and realize that the United States was NOT in bad shape yet. Things only started to unravel during Bush's second term, hence why it isn't surprising that he was reelected.
