Please enlighten me on where Federalism or it's intended implementation requires 18-Provinces of the Somali-Republic. Yes it is what is written in the TFG constitution but can i ask how will SFG claim the same 18-Provinces in the intended 2016-constitution?

Unless the The Two-State dialogue process is concluded prior to the SFG's NEW constitution will it risk illegitimate claims or amend the federal constitution to reflect a 12-province Federal formula?

- 2016 Government legitimacy expansion

To honor all prior agreements of the internationally sponsored TWO-STATE dialogue process SFG risks it's existence if illegitimate claims are made on anything outside of the 12-provinces.

Alternatively get all the Somaliland politicians on payroll so they can advocate for the discontinuation of the only legitimate dialogue process that affords them leverage. Making a 18-province constitution, parliament and expansion of the federalization process a possibility.

How many federal states there will be it will depend on the situation on the ground not necessarily before that date

but there is some problem where those in waqooyi who will vote will come from bc they have to come from their districts not their clans

Kay has another alternative agenda wich is holding small scale-election

nearly few thousands will vote in every big town for the mps.....some how the northern mps will be selected the without consulting the elders

From where and how? not clear yet, it means theres a problem with waqooyi votes

Galmudug claiming all of Mudug is politics, not a genuine claim. It was a response to the claim that Galmudug could not constitutionally be created since it would be 1.5 regions, and the constitution requires 2 regions. By claiming all of Mudug, Galmudug solves their constitutional problem and passes it on to the federal government to sort out.

The only reason why such an absurd tactic was required is due to the constitutional requirements to state formation, which hasn't stopped states from forming anyways, but has left them in a legal limbo.

I mean let's face it, as far as the federal government is concerned, Galmudug is a brand new state, which is ridiculous considering Galmudug formed in 2006 and the "new state" is a merger of that state with Ximan and Xeeb (also formed years ago) and the de-facto state of ASWJ.

There is no inherent value in having large states, the requirement is there to be an impediment for the sake of impeding state formation for its own sake.

This so called 'Mudug Dilemma' is ridiculous, we all know how this will ultimately play out and this will be exactly how Cumar maxamuud and Reer Gaalkacyo (Not even PL) wants it to. One sentence explaining the so called 'Mudug Dilemma'. Sorry. Stark.
