The above Does not refer to the Somali-Republic of 18-provinces. Instead the entire Road map for Somalia pertains to the 12-Provinces of Somalia-Italia.

To honor all prior agreements of the internationally sponsored TWO-STATE dialogue process SFG risks it's existence if illegitimate claims are made on anything outside of the 12-provinces.
Alternatively get all the Somaliland politicians on payroll so they can advocate for the discontinuation of the only legitimate dialogue process that affords them leverage. Making a 18-province constitution, parliament and expansion of the federalization process a possibility.
