In terms of theology, a believing individual, no matter how bad he was on earth stands a much better chance at heaven when compared to a non believer. Even Muslims who commit heinous crimes [according to ijm3a or consensus] will at most be in hell for a certain period of time. Heaven would be their ultimate destination. If any of the things I said run counter to traditional Islam, please feel free to counter it.

In short, yes. To Allah, the most heinous crime is Shirk [association with another or disbelief in him]. Not rape, murder, sorcery, adultery or any of the other major sins of which one can make Tawbah [repentance] from. So yes, a sinful Muslim stands to be in heaven at a much greater rate than a philanthropic infidel.

Even if a very sinful Muslim is sent to hell, the individual will likely only dwell in hell for a period of time after which they will be granted mercy by Allah.
