Fiiriya. Puntland have a right to refuse the 4.5 model on their territories. They have no say in other places. Puntland can do what they want. At the end of the day, Somali gov't has decided what model it wants. 90% agreed to it except puntland. Leylkase will take their seats and so is dhulbahante. You only have majeerteen and we're geli who have only 20 MPs together. The parliament will start its sessions regardless lol
