-make jowhar the capital since baladwayn is too big.
-rotating president.
that is the only minimal thing that will make this thing work,or split hiiran into 2 regions and let them enjoy their enclave.

good points. shisheeye are not the answer. mudulood and hawadle share more in common but abgaal these days r less traditional and we got f-king kids and minorities running the show instead
