Sahal, if federal government doesn't want Ciisaley and Ceelmacaan ports being used for tax purposes and because they're too closer to Mogadishu, Hiirshabeele can demand resource sharing from Mogadishu airport and seaport. Basically, the salary of civil servants, including regional security forces. That is one way of resolving this disagreement, imho.

But one progress this government is making so far is paying the salary of security forces. There is also the agreement that Saudi Arabia will invest 4 billion USD in Somalia's infrastructure and the additional budgetary support to the Somali government.

Hirshabelle has a point with regards to being able to use it's sources of revenue like all other federal government. The reality is this handicap federal government has yet to come around to create a national policy with regards to Tax rates of commonly exported commodities, customs & duties, management of ports etc. It's a complete chaos and each federal govt is doing it's own thing.

If the federal govt had a for a example set tax rate for all Qaat coming into the country, and this was collected by a single agency, then any Qaat plan can land where it chooses.

The idea that companies can bypass high taxing entry ports/airports (ex Mogadishu port) to different locations within a single country borders insanity. Centralizing the process of duties/taxes of products coming into the country would remove any competitions, bypassing by any entity, and be fair to all and assure a steady source of income.

secondly mogadishu port and airport were more like clan ports. this PM has been going around between the port and the airport for a week collecting money daily by himself and the finance minister so he said to the guys this is the daily revenue and this is the weekly revenue from now on i want from you the same ammount of money!
