What TPLF boss are you talking about, you're his boss now? If Abdi Illey misbehaves it isn't TPLF's fault anymore because the new PM is Oromo. Since you're his new master it's your job and the job of all Oromos to correct his behaviour. Send ENDF to Somali region if they refuse to celebrate and make them celebrate under the gun.
