Its a racket always has been. It all started by Riyoole and his Udub cronies. This is how it works, a small company would be given the right to explore for kickbacks for the politicians. The collected data is exclusively owned by that company and secretly sold to different companies. And never ever shared with SL government.

I can tell you of aerial, land, and seismic exploration for the last 16 years that once it was completed the company deperated and never heard of again.
